Premier 7v7 Football Rules

                                High School Division

1. 
Field Dimensions/Specs

  1.  40 yards in length – 40, 25 & 10 are the first down lines
  2.  Between 145’ - 160’ in width
  3.  10 yards deep in End Zone
  4.  Field hash marks are of high school dimensions

 

2. Team Members

  1. Players
    1. Each team has a maximum of 30 players.  Players will not be accepted into the event as individuals.  All players must be a part of a team.
    2. Teams are not required to utilize an offensive center.
      1. If utilizing one, the offensive center is not an eligible receiver.
      2. The center will be responsible for setting or re-positioning the football at the line of scrimmage. If no center, the QB will be responsible.
    3. Boys Only
    4. Age Requirements - Every player must produce a copy of their original birth certificate before participating in a Premier7v7 Event.
  2. Coaches
    1. Each team has a maximum of 4 coaches.  Coaches will be allowed on the sidelines only during games.
    2. One offensive coach may be in the huddle with players between plays but when the huddle breaks the coach must move outside the hash on the side of his team bench so as to not interfere with the operation of the official or game play.
    3. Defensive coaches are not allowed on the field at any time.

3. Officials

  1. Each game will have a minimum of two (3) officials. Positions are Referee/Field Judge and Back Judge.
  2. Each game needs to have a scorekeeper/timekeeper.
  3. Field manager – Event must have one for every two 7v7 fields to assist with crowd, player, coach, and referee control on/around the game fields.

 

4. Game Times

  1. Teams must be onsite and ready to start on time. If a team is late or cannot start on time, the game clock will begin and whatever time is left on the clock will be where the game starts. The team that is late will begin on defense. If a team is late by 10 minutes or more they will forfeit the game.
  2. Games are played with an eighteen (18) minute running clock. After the initial 18 minutes, the last 2 minutes are played as regulation football game with clock stoppages per regulation NFHS football rules. During the last two minutes, all completions must be advanced past the line of scrimmage, otherwise the clock will stop. Sacks in the last two minutes stop the clock as well
  3. 1 timeout per team (30 sec) – during tournament bracket play only
  4. Overtime: During tournament bracket play only
    1. If overtime is required, teams will alternate three (3) plays from the ten-yard line.  Each team has an attempt to score in each overtime period.
    2. Starting with the 3rd and subsequent overtimes, all PAT’s must be 2 point attempts from the 10 yard line.
    3. Overtime periods are not timed.
    4. Each team is awarded one timeout during overtime period.

 

5. Scoring

  1. Six (6) points for a touchdown
  2. One (1) point for a PAT from 3 yard line
  3. Two (2) points for a PAT from 10 yard line
  4. Two (2) Points for Defensive Stop on downs
  5. Three (3) Points for Interception  (no runbacks or “pick 6” for safety reasons)
  6. Turnover on a PAT is dead ball (including INT)
  7. Official scores will be kept by field referee and sideline scorekeeper.

 

6. Penalties

  1. Offense
    1. Off-sides = Loss of Down
    2. Delay of Game = Loss of Down
      1. Each team will have 25 seconds to snap the ball once it has been marked ready for play; delay of game penalty will be assessed.
    3. Pass interference = 5-yard penalty and Loss of Down
    4. No penalty may be assessed in excess of the 40 yard line. If a penalty would move the offense beyond the 40 yard line, the offensive team shall be charged with a loss of down.
    5. If the referee sees that the clock has exceeded 4.0 seconds, the play is blown dead. The ball should be returned to the original line of scrimmage with loss of down. If the QB proceeds to throw the ball after the play has been blown dead, a penalty for offensive delay of game will be assessed.
    6. Offensive team is responsible for retrieving and returning the ball to the previous spot or the new scrimmage spot. Clock does not stop and any delay by offense in retrieving and returning the ball TO THE REFEREE will result in a delay of game and will be a 5-yard penalty from the succeeding spot.
    7. If defensive holding occurs on the same play as a sack, the defense will be penalized and the sack is void.
  2. Defense
    1. Off-sides = 5-yard penalty
    2. Defensive Holding = 5-yard penalty
    3. Defensive Pass Interference will be a spot foul (1st down at the spot).
      1. If Defensive Pass Interference occurs in the end zone, it will result in a 1st down at the 1-yard line.
    4. Any dead ball penalty on the defense AFTER a change of possession would result in a loss of down for that team’s offense when they begin their ensuing possession.
    5. Responsibility to avoid contact is with the defense. The defense is allowed an INITIAL disruption, and then must cover. Excessive or prolonged contact will result in a “tack on” penalty at the end of the play (5-yard penalty).

 

7. Turnovers/Deadballs

  1. Receiver/Ball carrier is legally down when touched below the neck with one or both hands. (Excessive force by shoving, pushing, or striking a blow will be penalized by automatic first down and 5 yards. Player can be expelled if ruled unsportsmanlike & flagrant).
  2. Fumbles that hit the ground are dead balls at the spot with the last team retaining possession. A muffed snap is not a fumble/dead ball. The 4.0 second count remains in effect on snaps.
  3. The QB is allowed 4.0 seconds to throw the ball. Time starts on the snap of the ball and stops as soon as the QB releases the ball. If release is under 4.0 seconds, the play continues. Play is blown dead after 4.0 seconds.
  4. Interceptions may not be returned – 3 points are awarded on interception. Points for defensive stop and interception are not “added together”. One or the other ends a possession with defensive points.
  5. The offense must gain at least 15 yards in the first 3 or less plays or the defense takes over. No 4th downs. (3) downs in all zones.

 

8. Appeals

  1. If during game play a coach or player disagrees with an official’s judgment call, they may not dispute that call with the official at that time.
  2. If during game play a coach or player disagrees with a rules interpretation, they may stop the game to determine with the officials and field manager
  3. For consideration, the coach must report all game play ruling discrepancies to the Field Manager no more than 20 minutes after that game has ended. Any reversal or game-changing decisions will be made at the Field Manager’s discretion.

 

9. Additional Game Format Rules

  1. Pool Play
  2. Bracket Play - Higher seed gets choice of offense/defense for opening possession
  3. No kicking or punting
  4. No passer may run with the ball.
  5. All passes must be thrown forward.  A pass caught behind the line of scrimmage must be advanced by that receiver past the line of scrimmage in the final 2:00 minutes or the clock stops. The only laterals that will be allowed will be laterals that occur after the completion of a forward pass.
  6. Hand offs in the backfield are not allowed.
  7. All offensive formations must be legal sets. Receivers’ alignment should respect the tackle box.
  8. No blocking
  9. Coaches and players are expected to conduct themselves in a positive manner and refrain from unsportsmanlike actions
  10. Fighting will not be tolerated and will result in removal from event. Verbal abuse and/or will also result in removal from even
  11. No tauting or excessive foul language
    *No vandalism of venue property
    *Weapons, drugs, alcohol, smoking and chewing tobacco products are PROHIBITED at this event

 

10.  Tiebreakers

  1. If two teams are tied at the end of pool play, the tiebreaker is head-to-head records.
  2. If three or more teams are tied at the end of pool play, the following criteria will be used to determine winners:
    1. Head-to-head records
    2. Points allowed
    3. Points scored
    4. Coin flip

                      Youth Division

1. Teams

*Maximum of 14 players per team
*
Age Divisions 11u, 12u, 14u
*All players must be under 15 (Can not be in High School)
*The ages cutoff date for each division August 1st. Boys Only
*Players in 10u, 12u, 14u must present a copy of their original birth certificate to verify age.
*Maximum of 3 Coaches allowed on the sideline during game.
*Players are permitted to wear standard football cleats with plastic or rubber spikes.
*Players May not wear jewelry or hats during game play. The only exception the hat rule is for quarterback. He is allowed to wear hat.


2. Coaches
*Each team is permitted a maximum of 3 coaches on the sideline during game.
*Coaches are to wear coaches badge on the side line during games and have free entry at all events.
*One offensive coach allowed on field and in huddle with players, but must be a minimum of 5 yards behind quarterback before ball snapped so he does not interfere with game play or referee.
*Defensive Coach are not allowed on field at any time.
*Coaches are responsible for knowing all rules and educating their players on rules and conduct.
(Any Coach that is overly aggressive or uses any physical force towards Referees, Staff Member, or Spectator will be removed from event venue and not be allow to return)


3. Officials
*Each game will have a minimum of (2) official. There will be a Head Referee/Field Judge and a Back Judge.
*Head referee/ Field Judge will keep the 4 second clock and Back Judge will keep the game clock (Manages the 25 second play clock)
*A field Manager will be on site to assist with crowd, player, coach, and referee control.
*Officials and Field Managers should always keep the game flowing and clean as per rules.


4. Scoring
6 points for touchdown
1 points for a PAT from 3 yard line
2 points for a PAT from 10 yard line
2 points for defensive stop on downs
3 Points for Interception (Ball dead at interceptions- No run backs)
6 Points for Interception Return For TD
3 points for interception are not added to the 6 if returned for score

*Points for defensive stop and interception are NOT added together 
*0 points for turnover on PAT- it is dead ball
*Official scores will be kept by field referee and sideline scorekeeper


5. Game Times
*10u, 12u, 14u games will be 2-15 minutes running clock halves with a 2 minute halftime.
*Teams must be ready to start game on time. If a team is not ready to start or not there when referee is ready, the referee will start the clock and reward the other team 2 points. If a team is not there or ready after 5 minutes has elapsed the referee will call the game a forfeit and the other team will win the game 2-0.
*2 timeouts per game that will stop the game clock (1 minute in length), a timeout prior to the attempt of an extra point will stop the game clock until the ensuing change of possession


EXCEPTION: Injuries. All games will halt until injured player(s) can be safely removed from the field
Overtime: Higher seeded team will choose offense or defense. Each team will have 3 plays from the 10 yard line to score. If after 2 overtimes it is still tied all PAT's must be 2 Point attempts. Each team is awarded 1 (30 second) timeout during overtime. Overtime periods are not timed.

6. Gameplay
*Field will be 40 yards in length. 10 yard deep End Zone.
*40, 25 & 10 are the first down lines.
*Pool Play- Teams will flip for choice of starting on offense or defense.
*Bracket Play- Higher seed gets choice of starting on offense or defense.
*Ball will always start on the right hash on the 40 yard line.
*Ball will be spotted on the closest hash or side where play was stopped.
*Ball will be placed in the middle of field for PAT attempt.
*Defense is allowed to jam at line and play tight defense. Excessive holdings, hands to the face, slapping head or throwing player down will not do it here.
*Offense is not allowed to shove a defensive player to create separation. Hand fighting is tolerated as per referees judgment.

*The center will be responsible for setting the ball at line of scrimmage. The center is not an eligible receiver. if you do not use a center and there is a QB Tee in use the Quarterback will be responsible for setting ball.
*All offensive formations must be legal sets and respect the tackle box (3 yards) Outside receivers on the line other receivers off the line.
*No Kicking or Punting.
*No Blitzing.
*Quarterback cannot run with ball
*No Handoffs.
*No Blocking.
*Receiver/Ball carrier is legally down when touched below the neck with one or two hands. (Excessive force or shoving will not be tolerated and will be penalized with automatic first down and 5 yards. A player can be ejected from the game if ruled Unsportsmanlike or Flagrant)
*Fumbles are dead balls at the spot with the last team retaining possession. A Fumbled snap is not a dead ball, but the 4 second clock remains in effect.
*The Quarterback is allowed 4.0 seconds to throw the ball. Time starts on the snap of the ball and stops on the Quarterbacks release. If the release is under 4.0 seconds the play continues or if the release is after 4.0 seconds the play is blown dead.
*Interceptions are dead balls and cannot be returned.
*There are no 4th downs. Offense has 3 plays to gain 15 yards or required yardage for a 1st down. 3 downs in all zones.
*Ball Size for 14u is TDY
*Ball Size for 10u and 12u TDJ



7. Penalties

Offense:
*Off-sides=Loss of down
*Delay of game= Loss of down(offense will have 25 second to snap the ball once it has been marked for a play and blown live).
*Pass Interference= 5 yard penalty and Loss of down. Receviers cannot shove defenders to create space.
*No penalty may be assessed in excess of the 40 yard line. If a penalty would move the offense beyond the 40 yard line, the offensive team will only be charged a loss of down.
*If the referee sees the clock exceeded 4.0 seconds the play will be blown dead and the ball will be returned to the original line of scrimmage with loss of down.
*Offensive team is responsible for retrieving the ball to the previous spot or the new line of scrimmage spot. Clock does not stop and any delay by the offense in retrieving and returning the ball to the referee will result in a delay and a 5 yard penalty.

Defense:
*Off-sides= 5 yard penalty
*Defensive Holding= 5 yard penalty
*Defensive Pass Interference will be a spot foul (1st down at the spot foul occurred) If Defensive Pass Interference occurs in the end zone it will result in a 1st down at the 1 yard line.
*Any dead ball penalty on the defense that occurs after a change of possession will result in a loss of down for that'z team offense when they begin their ensuing possession.
Responsibility to avoid contact is with the defense. The defense is allowed initial disruption and then must cover. Excessive or prolonged contact will result in a "tack on" penalty at the end of play. (5 yard penalty)


8. Tiebreakers
If teams are tied at the end of season, the tiebreaker order is as follows: Head to head records, Points Allowed, Points Scored, Coin Flip.


9. Appeals

*If during a game a coach disagree with an official's judgment call, they MAY NOT dispute that call with official at that time.
*If during game play a Coach disagree with a rules interpretation they MAY stop the game to determine/discuss the issue with Officials and Field Manager.
*To dispute a game the Head Coach must report all game play ruling discrepancies immediately after the effected game to the Field Manager or Director in order to be considered. Any reversal or game- changing decisions will be made at the discretion of the Field Manager or Director. Coaches of both teams involved in disputed game will be made aware of any changes.



10. Conduct

*All coaches and players are expected to conduct themselves in a positive manner and refrain from unsportsmanlike actions.
*Fighting will not be tolerated and will result in removal from event. Verbal abuse and/or will also result in removal from event.
*
No tauting or excessive foul language
*
No vandalism of venue property
*Weapons, drugs, alcohol, smoking and chewing tobacco products are PROHIBITED at this event.
